            <content:encoded><![CDATA[<p>IMO best way would be to create underpass for cars. That way pedestrians and cyclists don't have to change elevation at all. I live in hilly area and it is pretty common to build roads (highways especially) and railroads into the terrain and leave streets and crossings of those somewhat elevation neutral.</p>
